I have been unable to find the LG references to his promotion to Lt Col. But it is on MIC, and it would appear to be commanding a Labour Battalion

1917 Nov 14. Labour Corps. 2nd Lt. F. Hollingworth (Durh. L.I., T.F.), from York. R., to be 2nd Lt. 13 Apr. 1917., with seniority 17 Dec. 1915, and to be actg. Capt. while comdg. a Co. Initial service is conducted with the 1/9th Battalion, Durham Light Infantry before he is posted to the 16th (Labour) Battalion, Yorkshire Regiment (Green Howards) as a Second-Lieutenant.
Serves in Number 2 Company of the Battalion, Officer Commanding Company one Temporary Captain Harold Gaskell.
His date however of posting overseas is somewhat confusing as the Battalion disembarks at Le Havre on the 12th July 1916. The Army List of 1916 (corrected to October 1916) still records him as being present within the ranks of the Battalion. One may surmise that he was left behind at their camp located at Brocklesby, Lincolnshire, for some reason, often than not, as a clear up detail.
In May 1917, due to reorganisation, the Battalion was split up into 2 Labour Companies, the 22nd and 23rd, the former under the command of Captain Gaskell. Hollingworth does not appear in the Army List for 1917 however the London Gazette dated 14th August suggests a transfer to the South Staffordshire Regiment.
L.G. dated 10th July 1919 has him as a Temporary Major, 137th Coy. Labour Corps
